An essential goal of Connecticut’s
landmark Campaign Finance reform legislation is to increase transparency in the
financing of political campaigns. To accomplish this goal, the State Elections Enforcement
Commission (SEEC) was given the responsibility for implementing a new and improved
electronic campaign reporting system for candidates, PACs and party committees that
are required to file with the SEEC. The SEEC is proud to introduce eCRIS to satisfy
this important goal. eCRIS enables candidates, PAC and political party committee
chairs and treasurers to electronically submit required committee registration information
and campaign finance statements detailing the receipts and expenditures of the committee.
One of our primary goals is to ensure compliance with the requirements of the new
laws, and eCRIS provides its users with prompts to facilitate compliance. As noncompliance
can result in the imposition of significant financial penalties, eCRIS provides
users with greater assurance that requirements are satisfied.

Submit Certification of Exemption from Forming a Candidate Committee.

Amend personal contact information.

Certify amendment to personal contact information by a Treasurer/Deputy Treasurer (if one
has been designated).

Amend Candidate/Exploratory Committee’s registration information.

Amend Certificate of Exemption from Forming a Candidate Committee.

Designate a Deputy Treasurer (If one was not designated at the time of a Candidate/Exploratory
Committee
Registration process).

Terminate a Treasurer/Deputy Treasurer.

Accept Treasurer’s/Deputy Treasurer’s resignation (Must designate a new Treasurer within 10 days).

Submit Candidate Expenditure transactions.

Submit Notice of Intent to Dissolve Exploratory Committee.

Treasurer/Deputy Treasurer can enter draft transactions to an open Itemized Campaign Disclosure Statement for a covered period by transaction types. Itemized Campaign Disclosure Statement is a
collection of transactions. There are four major categories of transactions: Monetary Receipts, Fundraising, Non-Monetary Receipts and
Expenditures. Each category includes subcategories of transactions (also
referred to as Sections) namely: MONETARY RECEIPTS: Itemized
Contributions from Individuals (includes Small Contributors, Section A B),

Committees (Section C2), Loans Received
this period (Section D) ,Receipts from Entities other than Individuals or Other

Transferred from Affiliated Business Treasury (Section F), Amount Transferred from
Affiliated Labor Union or Other Organization Treasury (Section G), Personal Funds of the
Candidate Received this Period (Section
H), Anonymous Contributions (Section I), Interest from Deposits in Authorized
Accounts (Section J), Miscellaneous
Monetary Receipts not Considered Contributions (Section K). FUNDRAISING EVENTS SPECIFIC:
Total Receipts from small purchases at a specific Fundraising Event (Section L1), Proceeds from Tag Sale,

delete draft transactions included in the open Campaign Disclosure Statement
report for a filing period by transaction types.
| Treasurer/Deputy Treasurer can create an
Amended Campaign Disclosure Report based on an already filed Campaign Disclosure
Statement report for a filing period.
| Treasurer/Deputy Treasurer can amend any
transaction part of the Amended Campaign Disclosure Report by transaction types
and transaction dates.
| Treasurer/Deputy Treasurer can setup
disclosure related application parameters such as treatment of small individual
contributions, Fundraising events information, Committee Credit Cards, and so
on.
| Treasurer/Deputy Treasurer can certify and
file (submit) Campaign Disclosure Statement report for an open filing period.
| Treasurer/Deputy Treasurer can certify and
file (submit) Amended Campaign Disclosure Statement report.

or disable Login ID of a committee data entry staff.

Upon successful creation of a user name, an e-mail will be sent. You MUST
click on
the link provided in the e-mail to complete User Name creation procces.
Once you have successfully created your User Name, you must decide:
If you are not serving as a designated officer of an existing active registered
committee then choose STEP2a.
If you are currently serving as a designated officer of an existing active
registered committee then choose STEP2b.

If you are not serving as a designated officer of an existing active registered
committee
- First time user logs in to eCRIS.
- User selects the link "CLICK HERE if you have never been associated with any type
of Committee ever registered with the State Elections Enforcement Commission..."
- User fills out information
- Name
- Address
and clicks the SAVE button.
- On successful completion of the process, user will be redirected to the Welcome Member
Home.

If you are currently serving as a designated officer of an existing active registered
committee
- User logs into eCRIS.
- User selects the link "CLICK HERE if you are currently serving or have served in
the past as a designated officer..." and finds the appropriate person to claim to
their user name.
- User selects the "Claim" link for the desired person, which initiates the process
of claiming the existing record of the user in the eCRIS database.
- The system informs the Business Administrator that an attempt to claim a user in
eCRIS has been made.
- The Business Administrator verifies the identity of the Person and sends a letter
with Personal Identification Number (PIN) confirming Person’s claim.
- The Person logs in and provides that PIN to finalize claim as a Person record in eCRIS.
- After the system successfully comfirms that PIN, the Person automatically becomes
an officer of Committees related with that Person record.
